Statement: ICC Decision is Unavoidable Consequence of Ongoing Occupation

The international Criminal Court (ICC) over the weekend ruled that it has jurisdiction over the West Bank, East Jerusalem and the Gaza Strip -- territories under Israeli occupation since 1967. This opens the path for the ICC to launch formal investigations against Israel and against Hamas for alleged war crimes.

Her research focus is on the Israeli-Palestinian conflict, the use of international legal mechanisms by political movements, and U.S. foreign policy in the region. Previously, she was the coordinator and senior legal advisor to the Palestinian negotiating team during the PLO’s bid for United Nations membership, and was a member of the Palestinian delegation to Quartet-sponsored exploratory talks between 2011 and 2012.


Her talk will focus on current Palestinian politics, including efforts to advance political reform, unity talks between Fatah and Hamas, plans for elections (both presidential, parliamentary and PLO plenary elections), and current Palestinian efforts to reestablish bilateral relations with the incoming Biden administration.

Thank you, Mr. President. Let me at the outset join others in taking a moment to wish Foreign Minister Jerandi, who was supposed to join us on screen today, a swift, full recovery from COVID-19.

I also want to take a moment to welcome the new UN Special Coordinator for Middle East Peace. It is a complicated file you have taken over, Tor, but your broad experience – not only on the Middle East Peace issues, but on the wider region – means that you have a depth of understanding that the United States hopes will help bring about a peaceful and sustainable resolution of the conflict. And I know we’ve expressed our thanks before, but I’d like to take just one more moment to express the gratitude and appreciation of the U.S. government for the work and professionalism of Nikolay Mladenov, Tor’s predecessor.
